Cannot connect to the chat site

Recently I've noticed that I've been getting an error while connecting to the chat site stating

The Site connect be reached
ERR CONNECTION RESET

I'm on Jio mobile network, not sure if this is network related issue.

Is the server down every morning?. yesterday also it started working somewhere after 11. Do i have to wait today also

Check Your Internet Service Provider BSNL and JIO have put restrictions on the site

Idk what it is, it opened somewhere around 11:30 in the morning.
