Unable to use the site

I couldn't chat for days. It keeps showing disconnected and unable to see and chats. What is this??? When will it be fixed ?? Why does it happen???

Please check with you Internet Service Provider . Jio and BSNL have partially restricted the site.

What would a solution do I have to change my ISP to something else or using tor would suffice. Vpns are out of question
